Zelensky Becomes Burnham's First International Visitor

President Volodymyr Zelensky is set to become Prime Minister Andy Burnham's first international visitor since he took office a week ago. Downing Street described the visit as illustrating the strength of the relationship between the two nations.

In one of his first calls after becoming prime minister last Monday, Burnham spoke with Zelensky and invited him to visit the UK at the earliest opportunity. Zelensky later posted on X, expressing appreciation that support for Ukraine and its people would remain steadfast.

Burnham's predecessor, Sir Keir Starmer, visited Kyiv on his final full day as Labour leader. During that trip, he announced fresh funding worth £255 million (300 million euros) for Ukraine's fight against Russia and was awarded Ukraine's Order of Freedom.

Stone Cloak Electronic Warfare Technology Transfer

During Monday's visit, the two leaders will travel to a naval base, where Burnham is expected to announce the sharing of intellectual property behind the UK's new Stone Cloak electronic warfare system. The move would enable Ukraine to produce the technology at scale.

The Stone Cloak devices are electronic jammers roughly the size of a tablet computer, designed to block the detection of any drone they are fitted to. The Ministry of Defence has already supplied thousands of the devices to Ukrainian forces to bolster their drone operations.

Burnham described Stone Cloak as the best of homegrown British innovation, proven on the frontline and vital to protecting security in both countries. Downing Street indicated that following its deployment in Ukraine, the technology will be incorporated into the UK's next generation of long-range weapons.

This includes Project Brakestop, a government programme aimed at developing low-cost cruise missiles — self-propelled guided weapons that fly like conventional aircraft for much of their flight.

Maritime Exercise and Continued Financial Backing

Monday's visit will also see the two leaders meet more than 200 Ukrainian military personnel who have spent the past three weeks participating in a maritime exercise in the UK. Exercise Sea Breeze is designed to strengthen warfighting capabilities and counter-mine measures in the Black Sea.

Britain's backing of Ukraine has remained constant since Russia's invasion four years ago, with the UK committing £25 billion in funding for the country's war effort.

Zelensky's Concerns About Leadership Changes

When asked whether he was concerned about changes of leadership in Britain and in France next year, Zelensky acknowledged his apprehension, noting that Ukraine lives with war every day. However, he emphasised that the priority is the relationship between nations rather than between individuals, expressing confidence that those relations would not change — or that every effort must be made to preserve them.

Zelensky added that he hoped strong relations with the UK would never be lost, whether during or after the war. Starmer, in response, assured him: "You won't."

Burnham, for his part, stated that Britain stands with Ukraine shoulder to shoulder and that support remains unwavering. He warned that Russia should be in no doubt of Britain's resolve, pledging not to back down until a long-lasting and just peace for Ukraine is achieved.

As the UK continues to deepen its military and technological cooperation with Ukraine, this visit signals that the partnership remains a priority for the new administration.
