Zoox Recalls Robotaxi Software After Vehicle Struggles in Smoke-Filled Emergency Scene

Zoox, the autonomous vehicle company owned by Amazon, has issued a software recall affecting its entire fleet of 105 robotaxis after one of its driverless vehicles encountered difficulties navigating a smoke-filled emergency fire scene in June.

The recall, announced Friday, involves a software update designed to improve how Zoox vehicles detect and respond to active emergency situations, particularly those involving heavy smoke. According to the company, the update enhances the existing capability of detecting active emergency scenes by adding the ability to detect and respond to heavy smoke in certain situations.

Details of the June Incident

According to a report from the National Highway Traffic Safety Administration (NHTSA), the incident occurred on June 20. A Zoox robotaxi encountered heavy smoke that obscured an active emergency fire scene that was not cordoned off with cones. The vehicle braked hard while attempting to steer away before coming to a stop.

No passengers were on board at the time, and Zoox has confirmed to NHTSA that it is not aware of any injuries linked to the problem. A Zoox teleoperator was able to remotely reverse the vehicle away from the scene, which allowed first responders to place traffic cones and secure the area.

The NHTSA report did not specify where the incident took place, and Zoox declined to disclose the location when asked.

NHTSA Pressure on the Autonomous Vehicle Industry

The recall comes amid growing scrutiny from federal regulators. Just one week after Zoox's July 7 recall decision, NHTSA administrator Jonathan Morrison sent a letter to self-driving car companies urging them to stop interfering with first responders.

Morrison wrote that the inability to detect and appropriately respond to such situations represents a functional insufficiency. He emphasized that emergency scenes are not rare or extreme edge cases and issued a call to action for autonomous vehicle developers and operators to immediately focus their resources on fixing the issue.

Zoox is not the only autonomous vehicle company facing challenges with emergency scenes. Waymo, another major player in the robotaxi space, has had repeated encounters with first responders as it expands into new cities. As of March of this year, Waymo had experienced at least six incidents in which first responders had to physically remove robotaxis from emergency scenes.

Zoox's Recall History and Investigation

Following the June incident, Zoox launched an internal investigation to determine the root cause and identify whether similar events had occurred. The company stated that this is the only event of this kind that Zoox has experienced. Throughout late June and early July, Zoox engaged in multiple discussions with NHTSA regarding the severity, frequency, and root causes of the issue.

This is not Zoox's first recall. In March 2025, the company voluntarily recalled its vehicle software to address a hard-braking problem that NHTSA had been investigating since 2024. Two additional recalls followed in May 2025, triggered by a collision with a passenger car and a separate incident in which a Zoox vehicle was struck by an e-scooter rider.

Path to Commercial Launch

Zoox has been steadily expanding its testing operations to new cities and is currently offering free rides to passengers in Las Vegas and San Francisco as it prepares for a planned commercial launch. However, that launch hinges on NHTSA granting the company an exemption from certain Federal Motor Vehicle Safety Standards, given that Zoox's robotaxis are designed without a steering wheel or pedals.

In a related development, NHTSA recently proposed eliminating the brake-pedal requirement for vehicles specifically built to be fully autonomous, a move that could pave the way for wider deployment of driverless vehicles like Zoox's.
