Paid Miles Decline Despite Expansion

Tesla's Robotaxi network transported paying customers over fewer miles in the second quarter than in the first, according to a chart released by the company on Wednesday. While the chart initially appears to show steady growth between August 2025 and June 2026, the figures are cumulative. When broken down by quarter, the data reveals that Tesla's fleet of Model Y SUVs carrying paying passengers covered approximately 1.1 million miles in the first quarter. That number fell to roughly 700,000 miles in the second quarter — a decline of about 36%.

The decrease came despite Tesla expanding its nascent operation to six cities across Texas and Florida, utilizing a combination of supervised and unsupervised vehicles. The company has also likely counted paid miles driven in the San Francisco Bay Area as part of its "Robotaxi coverage," even though those vehicles lack the state-required permits for autonomous operation and operate with a safety driver behind the wheel.

The quarterly step-down in Robotaxi miles coincides with weakening profits across Tesla's core businesses, which underperformed Wall Street expectations according to figures released the same day. Tesla's stock dropped more than 13% in early trading on Thursday.

A Shift in Strategy and Narrative

During a Wednesday conference call discussing second-quarter results, Elon Musk made a notable admission about the slow pace of Robotaxi scaling. He said the company needs to accumulate driving data specific to the Cybercab — Tesla's purpose-built, gold-colored, two-seater sedan expected to form the backbone of its autonomous fleet — before deploying large numbers on public roads.

"Unlike, say, Model 3, Model Y, and our other vehicles where we've got a lot of vehicles on the road, millions of vehicles on the road, we don't have that for Cybercab," Musk said. He explained that Tesla must accumulate miles with Cybercabs retrofitted with steering wheels and acceleration and braking pedals to calibrate to the vehicle's chassis. "As we are confident about that, the number of Cybercabs in cities will increase dramatically."

This acknowledgment marks a departure from years of company claims that its fleet of nearly 10 million customer cars was silently collecting data in the background to train future robotaxis and its consumer driver-assistance software, known as Full Self-Driving.

Safety Concerns and Crash Reports

Tesla executives framed the measured rollout as a safety precaution. Musk said the company's Robotaxi goals are ambitious but stressed the need for caution. He expressed concern that any accident caused by a Tesla Robotaxi would generate worldwide media coverage and prompt regulatory action, noting that while there are 30,000 to 40,000 automotive deaths annually in the United States, most receive little press attention.

Ashok Elluswamy, Tesla's VP of AI, claimed the company's Robotaxis have experienced "zero notable incidents" while driving more than 380,000 miles without a safety operator onboard. He did not define what Tesla considers a "notable incident," but said that any reported incidents involved other parties striking stationary Tesla vehicles.

However, Tesla has reported 22 crashes to the National Highway Traffic Safety Administration since beginning its Robotaxi trial roughly a year ago. While most involved other cars colliding with Tesla's Robotaxis, the company also disclosed three crashes caused by remote teleoperators moving the vehicles, as well as multiple instances of Robotaxis striking objects at low speeds, including curbs, utility poles, and a tow truck's bed.

Camera-Only Approach and Future Promises

The shift in messaging also extends to what Tesla describes as the primary barrier to full-scale deployment. For years, the company maintained that regulation was the largest hurdle, though it never specified which prohibitive rules were in question. Now, Tesla says proving safety is the sole remaining obstacle.

Despite the early-stage setbacks, Tesla used the moment to defend its decision to build an autonomy system relying solely on cameras, forgoing the radar and lidar sensors used by industry leader Waymo. Elluswamy pushed back against what he called expert consensus, asserting that safe and affordable autonomy is achievable with cameras alone.

Both Musk and Elluswamy insisted that growth is on the horizon. They noted that unsupervised miles have increased approximately 10% each week since Tesla began offering them at the end of last year. Musk promised that the company would "continue to scale, I think, very, very rapidly."

Whether that rapid scaling materializes — and whether the Cybercab can accumulate enough data to justify mass deployment — remains to be seen. With paid miles declining, crash reports accumulating, and a shifting narrative about what is truly holding the fleet back, Tesla's autonomous ambitions face a critical test in the coming quarters.
