Anthropic founder and chief executive Dario Amodei addressed mounting industry speculation on Monday, firmly rejecting claims that his company has been pushing for a ban on open-weight AI models. The clarification came amid growing debate over whether Chinese-developed models should face restrictions in the United States.

Amodei stated unequivocally that Anthropic has never advocated for prohibiting open-weight models, noting that anyone familiar with his previous writings would already understand his position. He emphasized that he does not consider such bans to be an effective policy tool.

Industry Letter Sparks Debate

The controversy gained traction after Nvidia co-founder and CEO Jensen Huang shared an open letter on X — his first post on the platform — this past Friday. Huang's post promoted a letter signed by a coalition of major AI companies urging policymakers to avoid imposing what they described as premature restrictions on open-weight AI models.

The letter bore the signatures of prominent industry players including Hugging Face, Meta, Microsoft, Mistral, and Nvidia itself. While the document did not explicitly reference China, the broader conversation has been dominated by accusations that Chinese AI laboratories have been advancing their capabilities through the theft of intellectual property from American firms. One frequently cited technique is distillation, a process in which an AI system floods another model with queries to reverse-engineer its functionality.

Open-Weights as a Public Good, With Caveats

Amodei drew a clear distinction between open-weight models and the strategic challenges posed by China. He described open-weight models that lack dangerous capabilities as a public good, noting that they impose no costs beyond the computational resources required to operate them. These models, he argued, deliver tangible benefits to businesses, software developers, and academic researchers alike.

While Amodei acknowledged that he holds long-standing concerns about artificial intelligence, he stated that commercial use of open-weight models — even those developed in China — does not rank among them. Instead, his primary worry is that authoritarian governments could develop AI systems surpassing those built in the United States, potentially securing what he termed permanent military superiority or deploying the technology to suppress their own populations.

Amodei expanded on his concerns by warning that AI could facilitate biological attacks in addition to cybersecurity threats. In his assessment, open-weight models pose heightened risks in such scenarios because applying safety guardrails or monitoring their use becomes exceedingly difficult once they are distributed. He referenced a report from the UK AI Security Institute noting that open-weight models, once released, cannot be retracted.

This perspective stands in contrast to the arguments advanced by open-source advocates, who maintain that broad access to powerful open models — not controlled by any single entity — actually strengthens the ability of defenders to protect themselves against emerging threats.

Proposed Measures and Global Cooperation

To counter the challenges posed by China, Amodei outlined several policy recommendations. He endorsed continued restrictions on China's access to advanced semiconductors, a long-standing element of U.S. trade policy. Additionally, he called for a formal crackdown on the practice of distillation. The United States has already warned of potential sanctions against China if investigations confirm intellectual property theft involving American AI models.

Amodei also expressed support for emerging initiatives — some led by the United States — to establish an international model safety testing organization. He noted that such a body would be most effective if all nations, including China, agreed to participate and submit their models for evaluation.

He indicated that this concept appears to be approaching consensus, citing the Trump administration's recent movement in this direction and industry proposals that would subject the most powerful models to testing regardless of their origin or whether they are open or closed. Less capable models, such as those from startups and academia, would be exempted entirely under such frameworks.

Amodei acknowledged that for testing to be truly effective, it would require global participation, meaning even the Chinese Communist Party would need to be involved. He struck a cautiously optimistic note, suggesting that limited cooperation around preventing AI-enabled biological weapons could be achievable because such prevention aligns with China's own interests.
